The importance of definitions

Definitions of social protection vary, not just between countries but also between organisations. The term is often used loosely and sometimes even incorrectly. A clear definition and a glossary of related terms is necessary to ensure all stakeholders within Lao PDR are aligned in their understanding of social protection.

Social protection is

an economic policy that reduces poverty but also stimulates economic growth and shared prosperity
Social protection defines a range of policies, programs and other actions that help individuals and families
deal with the risks and vulnerabilities that occur throughout life

Social assistance is

A range of non-contributory social transfer which address the needs of citizens
who do not have access to and cannot afford Social Insurance.
Increasingly provided in the form of regular and predictable cash transfers but can take other forms.
Financed by the state from taxes and other revenue sources.
